Department of Mental Health and Addiction continuously implements measures of mental health protection and addiction prevention in accordance with the provisions of Croatian Health Care (NN 150/2008) and with National Anti-Drug Strategy, Anti-Drug Abuse Action Plan, Anti-Alcohol Abuse National Strategy and Mental Health Care National Strategy.

All activities are being carried out continuously based on the principles of universal, selective and indicated prevention, as well as treatment according to medical indication. Treatment processes are in accordance with modern medical knowledge and addiction prevention doctrines.

The activities are aimed at the entire population, but also specific to certain population groups (risk and vulnerable ones).

As a part of constant work based on prevention of AIDS, hepatitis B and hepatitis C - in addition to education based on ways of spreading disease, the dangers of sharing needles, syringes and equipment, testing on HIV and HCV is provided. Department is in constant cooperation with competent health services.

Cross-sectoral cooperation with justice entities, social welfare system and educational entities is managed through meetings, joint coordination and educational workshops.

An important area of Department work and preventive activities is aimed at staff training and education, education of health and non-health professionals and participating in preventive programs that pay special attention to the promotion of healthy lifestyles by pointing out risk and protection factors, acquiring social skills, social learning models, understanding and care about the social aspects and environment.

Division for Prevention of Addiction

Division provides care to patients who have problems with substance abuse, as well as families and society as a whole to overcome difficulties related to substance abuse and addictive behaviour. We provide care considering problems caused by the consumption of psychoactive substances (illegal and legal -alcohol, nicotine, drugs); problems caused by other addictions (gambling, Internet).  Division is provides care throughout outpatient treatment which includes individual and group psychotherapy, prescription of substitution therapy and other pharmacological treatments, drug abuse testing and counselling on a wide range of issues. 

Unit for Adult Mental Health Care

Mental health care encompasses measures and activities in several key areas: mental health promotion and improvement, prevention and early detection, treatment and rehabilitation of behavior disorders as well as psychological/mental disorders.


  • Mental health counseling (workplace) - providing supportive assistance in adapting to the new workplace as well as to current work environment.
  • Eating disorders counseling – counseling intended to family members of patients who are suspected of suffering from eating disorder.
  • Mood disorder counseling - providing supportive assistance to patients suffering from anxiety-depressive disorders and mood swings.
  • Family counseling (for psychiatric patients) - family support and psychoeducation, providing help in acceptance of family member mental illness as well as prevention of mental illness stigma.
  • Psychogeriatric counseling - providing supportive assistance in accepting of aging process. Counseling of families of patients with milder psychoorganic syndrome and changes.

Unit for Child and Adolescent Mental Health Care

Mental health services that focus on the needs of children, young people and their families. Generally associated with behavioral problems and prevention of drug abuse, gambling problems, computer addiction and behavioral disorders related to alcohol consumption. Mental health services intended to adolescents are focused on helping them to achieve better self-control, assertiveness and learning techniques.

Particular attention is given to activities and counseling that focus on mental health of children and adolescents, as well as those particularly exposed to stress (childhood and adolescence behavioral and emotional disorders - school failure, school phobia and adolescent crisis) in order to help them to overcome crisis, adapt to new circumstances and thus preventing mental health disorders.
